Unemployment insurance program for Vietnam

The President’s Office made public Vietnam’s new Law on Social Insurance Friday, introducing voluntary social insurance and unemployment insurance, as well as three other new laws. The Law on Social Insurance will come into force next year. Under the law, policyholders of voluntary social insurance will pay similar premiums as that of compulsory social insurance on monthly, quarterly or half-year plans, said Le Duy Dong, Deputy Minister of Labor, War Invalids, and Social Affairs, at a press briefing on the law.

Meanwhile, the premium for unemployment insurance will be 3 percent of an employee’s monthly salary, with the employee paying one third and the employer and the government paying the rest. Eligible workers who have lost their jobs will be assisted in professional retraining and receive benefits. Due to the condition of Vietnam, the voluntary social insurance and unemployment program would only be applied in 2008 and 2009, respectively, Dong said.

The Social Insurance Law, with 11 chapters and 141 articles, regulates social insurance policies such as the rights and responsibilities of workers who buy social insurance, agencies, individuals and organizations, the social insurance fund, procedures for the implementation of social insurance, and the state management of social insurance. The law clearly defines procedures for dealing with ailments, gestation and child birth, occupational diseases and accidents, pensions, regulations for voluntary social insurance, and unemployment insurance.

Other laws

The revised Civil Aviation Law, which replaces the original law dated 1991, stipulates renting aircraft, aviation services provided at the airports, airport planning, investment, management and use, and ensuring security for aviation activities. The Information Technology Law outlines IT application and development to create a basic legal framework for adjusting IT application and development activities. The Law on Standardization and Technical Specifications regulates activities to build, announce and apply standards and technical specifications. The law is expected to help improve the competitiveness of the national economy and protect the nation’s business interests during the globalization process.
