New power plant deal signed in Vietnam

HA NOI - A US$360 million contract to build the 750MW-Ca Mau Power Plant was signed between the Vietnam Oil and Gas Corporation (PetroVietnam) and the Vietnam Machinery Erection Corporation (Lilama) in Hanoi on November 11. The power plant is part of the colossal $1.2 billion Ca Mau Gas-Power-Fertiliser Complex in the southernmost province of Ca Mau.

Lilama, which won the engineering, procurement and construction (EPC) contract for the power plant, is the key contractor for designing, installing and conducting the trial run. Sub-contractor Siemens (Germany) will supply the main equipment for the plant, scheduled to be completed in 2007. According to the Lilama, the open cycle including two gas turbines with a total capacity of 505MW would become operational by March 2007. The combined cycle with two heat recovery steam generators would become functional by the end of 2007.

At the signing ceremony, General Director of PetroVietnam Tran Ngoc Canh said the implementation of the project was critical for the construction of the Ca Mau Gas-Power-Fertiliser Complex. General Director of the Lilama Pham Hung said this project, which is expected to generate power by 2007, would become the biggest power plant, helping the country overcome the shortage of electricity during the dry season.

"When the power plant goes on line, it will not only generate stable power supply for Ca Mau and surrounding regions, but also contribute significantly to the national grid," Hung said. The Ca Mau Gas-Power-Fertiliser Complex is a key element in the nation's five-year development strategy, which aims to use natural resources to industrialise and modernise the country.

The 200ha complex will include a power plant, a fertiliser factory, port area, offices and residential quarters for staff. Fuel for the complex will be sourced from the Bunga Kekwa (bloc PM3) offshore gas field via a heavy duty pipeline.
