Escalation of gross interference

HANOI - The US House of Representatives on May 3rd adopted a resolution demanding that Vietnam release all religious and political prisoners and delete article four on the leading role of the Communist Party of Vietnam in Vietnam’s Constitution. In response, the leading National Daily Nhan Dan on Saturday runs a commentary describing this US move as an escalation of gross interference. VOV News brings you the gist of the commentary;

The US House of Representatives passed this resolution when Vietnam was celebrating its 25th anniversary of total victory over the US aggression for national salvation and reunification. This US move represents an escalating gross intervention and an insult to each Vietnamese individual The Vietnamese Party and State are pursuing their external policy of efriending all nations in the international community and striving for peace, independence, cooperation and development. As a result, Vietnam has shaken off blockades and embargos, gradually integrating into the region and the world. Vietnam has won more friends, and expanded its foreign cooperation and investment for bilateral and multilateral benefit.

Regarding the US and some other countries that have caused suffering to the Vietnamese people, Vietnam has treated them in a civilized manner befitting a nation endowed with humanitarian tradition, which treasures amity, sets aside hatred and looks to the future. Therefore, bilateral Vietnam-US relationship has improved towards more understanding. In 1995, the two countries officially normalized a bilateral relationship. It has been followed by the exchange of many high-level visits. In the noble spirit of humanitarianism and sympathy for the agony suffered by families of American servicemen, the Vietnamese government and people have been doing everything possible to search for American GI’s missing in action during the war. These acts of goodwill of Vietnam are expected to help clear the shadow of the "Post Vietnam War Syndrome" hanging over many American citizens and to awaken those that still nurture a hatred over Vietnam’s victory.

The resolution adoped by the US House of Representatives on May 3rd demanding Vietnam annul article Four in its Constitution is an extremely dangerous escalation of interference. Article Four of The Constitution of the Socialist Republic of Vietnam stipulates " the Communist Party of Vietnam (CPVN) is the vanguard force of the Vietnamese working class, the royal representative of the interests of the working class, labourers and of the entire nation. The CPVN which has been pursuing Marxism, Leninism and Ho Chi Minh’s ideology is the leading force of the State and society. All the Party's organisations have been operating within the framework of the Vietnamese Constitution and laws". Who gives the US House of Representatives the right to make such an arrogant and absurd demand? What would Americans think if another country asks the US to change its political values, amend or annul any article in its Constitution? The Vietnamese people have held open and democratic discussions and agreed to reflect their will and aspiration through article four of the Constitution. The CPVN is the off-spring of the Vietnamese nation, and the organizer of all victories of the Vietnamese revolution for more than 70 years. The coming into being of the CPVN represents a fundamental and decisive factor, creating an historic turning point in Vietnam's revolution.

Formerly it was impossible for the Vietnamese people to talk about human rights when they led a life of slavery without their own State. Since Vietnam wrested back its national independence and became a sovereign State, the Vietnamese people have enjoyed all fundamental rights. It was the CPVN that had led the Vietnamese people to carry out successfully the August 1945 Revolution to break the double yoke of foreign oppression and seize power from Japanese fascists. Under the leadership of the CPVN, the Vietnamese people have defeated two powerful imperialists of France and the USA. They have gained national independence, freedom and national reunification and advance the country to socialism with a view to building a strong country with prosperous people and a fair, democratic and civilized society. It is again the CPVN who has led the Vietnamese people to carry out the renewal process with important achievements during the past 15 years. The Vietnamese people, with their practical experience and with sacrifices of generations of outstanding sons and daughters, especially communist fighters, have asserted that the CPVN is their own Party. The party is grateful to the people for its birth and the people are grateful to the Party for leading the nation from one victory to another. Those who dare to attack this sacred relationship between the people and the Party will invite upon themselves telling blows. By attacking this relationship, they are banging their heads against a brick wall or behaving like a moth flying into the fire.

Having failed after years of wooing Vietnam with their compliments for its economic reforms in order to persuade Vietnam to undertake more dramatic and synchronized political reforms, this time a group of American administrators openly passed a resolution requesting Vietnam renounce the leading role of the CPVN and follow their orbit. This further exposes the true colour of some elements in the American administration. Vietnam wants to befriend all nations but has been vigilant at those who nurture dark schemes. Cherishing peace to rebuild the country, Vietnam has pursued a tolerant policy and wants to befriend all nations. Vietnam hopes that some elements of the American administration should be sober minded in choosing the path of peace and cooperation. They should think of the lessons of their defeat if they want to swim against the tide.
