Hanoi sets the date

It's been announced in Hanoi that the much-delayed Vietnamese Communist Party Congress will be held next month. But, announcing the date April the nineteenth a senior official implied that after much debate, it had finally been decided not to replace the elderly and conservative top members of Vietnam's leadership.

The official -- Huu Tho, the head of the cultural and ideology department -- said continuity and stability would be the keynotes of the Congress, adding that the hotly-debated issue of an age limit for the party politburo must not be implemented too rigidly.

He also disclosed that the central committee had reprimanded five senior officials: they included the head of the committee for ethnic minorities Hoang Duc Nghi in the wake of unrest by indigenous people in the central highlands. Among the others censured were the Vietnamese defence minister, Pham Van Tra, and the army chief of staff, Le Van Dung, apparently after an incident last November when a hijacked plane dropped anti-government leaflets over Ho Chi Minh City, just before the arrival of President Bill Clinton.

Ninth national party congress to be held in mid-april

HANOI - The ninth national congress of the Communist Party of Viet Nam will begin on April 19, 2001. The date was announced by the Party Central Committee at the end of its 11th plenum, second phase, today, March 24. Following is the full text of the announcement by the Central Committee, Eighth Congress, 11th Plenum. The 11th plenum, second phase, of the Communist Party of Viet Nam's Central Committee was held in Ha Noi from March 13-24, 2001 to continue with the work of its first-phase meeting.

Advisors Do Muoi, Le Duc Anh and Vo Van Kiet attended. Party General Secretary Le Kha Phieu delivered the opening and closing speeches. The 11th plenum, second phase, continued to review and finalize all documents and prepare for the introduction of personnel to the Party Central Committee of the coming ninth National Party Congress. The plenum has focused with wisdom and high responsibility before the Party and the nation and by democratic discussion has closed with success.

1. The plenum of the Party Central Committee continued to discuss comments and suggestions made by various Party organizations, veteran revolutionaries, scientific organizations and people from all walks of life to finalize all documents to be submitted to the ninth Party Congress, including the Politial Report, the Socio-economic Development Strategy for 2001-2005 period and the Report for Revised Party Statutes. In implementing the 11th plenum's resolution, which coincided with the Party's founding anniversary on Feb.3, 2001, the Party Political Bureau allowed the mass media to publish the revised draft Politial Report for public comment. A month after the announcement, people from all walks of life were engaged in stirring discussions to contribute their ideas and comments to the draft Political Report in a widespread drive of political activity. Millions of letters were sent to the Office of the Party Central Committee, relevant Party organizations and the mass media as people of all strata, at home and overseas, contributed their opinions ranging from political viewpoints to major orientations to each word and sentence of the Draft. Thousands of comments and ideas about different aspects have been openly published and transmitted by the mass media. The Central Committee is deeply moved at the sentiment of the people to the Party and the country, and expresses its deep gratitude towards the people's feelings reserved for the Party. The Party Central Committee has re-affirmed its determination to carry out the Platform for national construction in the period of transition toward socialism adopted at the seventh National Party Congress by accepting reasonable and rational contributions to all ten major issues in the draft Political Report. Wholehearted comments and opinions about concrete measures will be considered in the course of implementing resolutions of the Congress. The public is continuously contributing to the draft Political Report. The Central Committee will continue to hear and discuss public comment and ideas and will finalize the draft Political Report at its coming 12th plenum before presentation to the ninth National Party Congress.

2. The Party Central Committee has the task of preparing guidelines, orientations and personnel for the coming National Congress to choose and elect personnel to the new Party Central Committee according to the organizational regulations. The 11th plenum, second phase, continued considering and introducing the best candidates representing the Party's will and wisdom and meeting the criteria of political firmness, ethical standards and sense of responsibility for the people and with the capabilities to lead and organize implementation of Party's guidelines, with the focus on quality and qualification, while ensuring inheritance, continuity and renewal, - not only for implementation of resolutions of the ninth Party Congress - but in preparation for following Party congresses. It is an absolute not to introduce to the highest leading body of the Party anyone who is unqualified, lacks political firmness, is opportunistic, bureaucratic, corrupt, greedy and ambitious, undisciplined, divisive, inefficient or is irresponsible towards the people.

3. The plenum conducted serious self-criticism and criticism about the responsibilities of the Party Central Committee and its members based on the implementation of a drive to build and strengthen the Party in the spirit of the resolution of the sixth Party Central Committee's plenum, second phase. Within its authority, it disciplined with warnings for personal irresponsibility Doan Van Kien, member of the Party Central Committee, General-Director of the Viet Nam Coal Corporation; Hoang Duc Nghi, member of the Party Central Committee, Cabinet Minister, Chairman of the Committee for Ethnic Minorities and Mountainous Areas; and Ha Quang Du, member of the Party Central Committee, Cabinet Minister, and Chairman of the Committee for Physical Training and Sport; and reprimanded for managerial irresponsibility Pham Van Tra, Politburo member of the Party Central Committee and Minister of Defence; and Le Van Dung, member of the Party Central Committee and Chief of the General Staff of the Viet Nam People's Army.

4. The Party Central Committee decided to convene the ninth national Party congress that will begin on April 19, 2001. The ninth Congress will be that of wisdom, democracy, unity and renewal. The Party Central Committee calls on the entire Party, army and people to strive for successful implementation of the country's political tasks, increase national unity; broaden democracy; accelerate discipline; firmly preserve political stability; promote socio-economic development; ensure national security and defence; and enhance the glorious tradition of the Party and the nation, thus contributing to the success of the ninth National Party congress, the first in the new century and millennium.
