Vietnam's prime minister on U.S. war against terrorism

HANOI - Viet Nam's Prime Minister Phan Van Khai, who is now on a visit to Spain, said on Monday, Oct.8, that Viet Nam opposes terrorism and is willing to join the fight against terrorism on the basis of international laws. Asked to comment on the on-going U.S. attacks against terrorism in Afghanistan, PM Khai stressed that Viet Nam protests any abuse of anti-terrorist moves that violate the national sovereignty and independence of sovereign states, causing casualties and losses to civilians. "Viet Nam demands an end to, and no recurrence of, war," PM Khai said at a press briefing held in Madrid after the signing of a framework agreement on Viet Nam-Spain development cooperation on October 8.

Addressing their joint press briefing, PM Phan Van Khai and his Spanish counterpart, Jose Maria Aznar, spoke highly of agreements and the framework agreement on bilateral development cooperation which, they said, "will lay the ground for further promotion of trade, cooperation and investment between the two countries." PM Khai and PM Aznar held talks immediately after the official ceremony held at the Moncloa Palace to welcome Viet Nam's visiting Prime Minister. The two PMs exchanged views on a wide range of important issues aimed at further consolidating and developing the two countries' ties as well as other regional and global issues of mutual concern.

They also discussed measures to strengthen bilateral cooperation and mutual support on international and regional forums in the interests of both peoples and for peace and stability in the region and elsewhere in the world. The talks were followed by the signing of the Viet Nam-Spain framework agreement on development cooperation by Viet Nam's Deputy Minister of Planning and Investment Vo Hong Phuc and Spain's Minister of State Miguel Angel Cortes.

Hanoi concerned by Afghan war, hopes for peace

HANOI - A spokesman for the Vietnamese Foreign Ministry said Monday that Hanoi is ''deeply concerned'' about the war taking place in Afghanistan and hopes the sides practice self restraint so as to find a suitable and early way out for the crisis and restore peace.

''Vietnam holds that all antiterrorist acts must be conducted in conformity with the United Nations Charter and international laws,'' said Phan Thuy Thanh, head of the ministry's Information and Press Department in a statement about the war. She described the war as ''seriously threatening the life of innocent civilians,'' and reiterated Vietnam's stance against ''every act of terrorism'' as well as its support for ''every effort aimed at erasing terrorism from the life of mankind.''
